Comment:

 There isn't a plugin that is distributed with Pidgin that allows you to
 specify which GTK+ theme will be used (and there never has been).

 Themes from art.gnome.org *should* work (as long as they don't require a
 theme engine that isn't available with the GTK+ installation).  To install
 them, you need to extract them to `C:\Program Files\Common
 Files\GTK\2.0\share\themes` in the same structure that the other themes
 use.
