 I assume you want to run commands on login for authentication, in which
 case check out the irc-helper plugin from the
 [http://plugins.guifications.org Guifications Plugin Pack].

 For the non-ASCII characters, you need to choose an appropriate encoding
 (i.e. whichever encoding the server/channels you want to use is/are using)
 in the "Advanced" section of your IRC Account Options.
