 You're right, those steps don't always work. I'm sure they used to... very
 odd. It definitely reproduces if you give another application the focus,
 even if that application doesn't cover the whole screen/area where buddy
 list would be as per http://bugzilla.gnome.org/show_bug.cgi?id=164311

 1) Have buddy window closed
 2) Focus on another application (with mouse, alt-tab doesn't reproduce)
 3) Double-click tray icon
 4) No buddy list

 As before, if you first focus on the taskbar/systray then it will work as
 expected.
