 Updating with information from a conversation with skuck71 in case someone
 is inclined to submit a patch or something:

 It is certainly possible to do this with a plugin - I suppose I'd probably
 even accept a patch to do it in the "Windows Pidgin Options" plugin.

 I guess I don't see the point in worrying about taskbar space for the
 visible buddy list when having the BuddyList open using is already using
 significant screen space.

 The last time I looked (a couple years ago), it was violating the MS
 guidelines not to show the taskbar entry for this type of window, but they
 appear to have changed their stance in the [http://msdn2.microsoft.com/En-
 US/library/aa511446.aspx Vista guidelines].
