 Looking at the [http://www.ietf.org/internet-drafts/draft-ietf-simple-
 partial-notify-09.txt current ietf draft], it is unclear to me that the
 behavior of the server is correct in this case.  Is "the full presence
 document" for an offline user blank?

 I guess I don't see a specific problem with sending the response in this
 scenario, but the behavior seems odd.
