Comment (by lazybones):

 I am running windows XP SP2 at home and Vista at work. The status is "Off
 line" not disconnected as I had first stated.

 Steps under XP,

 Available
 Turned debugging on
 Set status Off line, tray icon shows X as it should
 Close Pidgin
 Open Pigin, Tray status shows green circle but the contact list is empty
 and shows a status of off line.
 log saved.
