 This has been discussed before.

 I really don't care either way, but I guess there are now some
 [http://msdn.microsoft.com/library/default.asp?url=/library/en-
 us/UxGuide/UXGuide/Environment/NotificationArea/NotificationArea.asp Vista
 Guidelines] that imply that a single-click should "Display whatever users
 most likely want to see".

 I'm inclined to make the single-click do what the double-click does now
 (if there are pending messages, display them, otherwise show/hide the
 Buddy List) and to make the double-click always show/hide the Buddy List.
