Comment:

 Go to Accounts->Add/Edit.  Uncheck the enabled box for the account you
 want to change encodings on.  Then select the account and click the Modify
 button.  On the Advanced tab, enter a comma-delimited list of encodings,
 such as `ISO-8859-1,UTF-8`, making sure you cover all the encodings you
 need.  The encoding you want to send in should be first in the list.
 Click Save, then re-enable the account.
