 I wouldn't think this is related to #1361.  That bug is specific to ICQ
 accounts.  This bug deals with rate limiting.

 FYI, the rate limiting shouldn't happen if you're only logged in from one
 place (it really shouldn't happen at all, since there should just be one
 gigantic "delete" request and then one gigantic "add" request).
