 I run Windows XP.

 When I'm playing fullscreen games or when I'm using any other application,
 and a contact comes in and speaks to me, if his conversation window hasn't
 been formerly opened then it steals focus to the current application.

 If the contact window is already opened then it just flashes on the
 taskbar, which is fine.
