The reason Show Buddy List is listed in the menu is because it is
considered common practice to put the function that left-clicking invokes
in the context menu for the icon.
Also, your note about reordering the menu is not really valid because it
depends on where your tray is. On both my Windows and Linux boxes, my
tray is at the top of the screen. The top menu items are what I see
first. In Windows it is more common to have the system tray on the bottom
of the screen, but if you put the tray anywhere but the bottom, the top
menu items will be closest to the tray icon.
I don't think I can come up with justification to remove any of the items
in the list, as I can think of use cases for each of them. It might not
be a terrible idea to have mnemonics on the menu items to allow something
like right-click, N to open a new message.
