 Now that pidgin only flashes three times in the windows version, I've
 found myself missing many messages. This patch adds a preference to the
 winprefs plugin to allow this value to be changed. The number of flashes
 will be unlimited if the value is set to 0.

 In order for the unlimited flashing to work, I had to change the
 FLASHW_TIMER flag to FLASHW_TIMERNOFG, otherwise the conversation window
 may, or may not stop flashing when it is focused. This makes the flashing
 end when the window is brought to the foreground. I was a bit worried this
 might break some of the functionality, but it seems to work fine.
