 I think one icon is better than two alternating.  People who want action
 can turn on blinking.  Also, steady-state is one icon so the second one
 would cause the other traycons to slide laterally each time it appears and
 is dismissed.

 I disagree with your statement "arbitrary distinction between IM and
 email".  These are two different modes of communication with different
 characteristics and usage patterns.  The distinction is by no means
 arbitrary.
