 This request is to
  1. Provide a simple implementation of timezone queries or similar where
 possible
  2. Implement UI hooks in pidgin in a similar fashion to
 [http://www.actsofvolition.com/archives/2004/december/apluginideafor this
 blog post], or simply add the information into a users profile information

 Use cases:
  * I'm speaking to someone in another state or country, and I constantly
 find myself asking "what time is it over there". This would make that
 question redundant.
  * Potentially enables plugins to provide enhanced functionality - "buddy
 pounce on this person at 9am, their local time"

 Similar work exists in the
 [http://plugins.guifications.org/trac/browser/trunk/plugin_pack/buddytime
 buddytime plugin], which at this time is unavailable for end users.
