 If buddy's away message is in non-latin charset, it is displayed correctly
 in the tooltip, but not in Buddy Information window. Text in Buddy
 Information window looks like it's not in utf-8, but in some 8-bit
 charset, possibly "ANSI".

 Local configuration:
    pidgin 2.0.0beta7/gtk+ 2.6.10a, Windows 98SE, Russian locale, CP1251
 set in ICQ account advanced properties

 Buddy configuration:
    gaim 1.5.0, openSUSE Linux 10.2, Russian locale, uses ICQ protocol
