 Not that this is the right ticket, or that I have verified that this isn't
 already fixed, but this is just the ticket that caused me to notice this
 bug. Is it possible to have pending reset to 0 before Trac fires out the
 email to the tracker mailing list? Along the same lines, this page shows
 two comments that show "'''pending set to 1.'''", but none that show it
 getting set back. This ticket's lifespan, with the exception of the
 initial post and comment 6, all appear on the mailing list as pending.

 Rephrased, switching pending from 0 to 1 happens at the proper time, but
 switching from 1 to 0 seems to happen after the fact.
