 I'm experiencing a somewhat similar problem in 2.0.0, though it is merely
 that when a user first messages me, this is due to the IM window not being
 placed over whatever program I currently have running(Firefox atm, which
 the window SHOULD be placed overtop, firefox has no priority set in this
 manner for me:0)  Therefor Pidgin thinks I currently have the window open,
 so there is no reason to flash the window.
