Comment:

 There are two ways to do this already.
 1) The logical order of buddies in a contact has an effect on the order
 pidgin uses them in. pidgin uses the availability of buddies and then the
 logical order when the availability is the same. So put your buddies in
 the order you prefer them and when they are both in the same state you
 will always get that one.

 2) The source comes with (but doesn't build by default) a contact priority
 plugin which lets you tweak the priority settings that pidgin uses, and in
 fact lets you do exactly what you want. (Well it actually lets you score
 based on account not on procotol, but it's close to the same thing.)
