#665: Possible to remove the IRC RFC from the source?

While I realize that not everyone agrees with the Debian Free Software
 Guidelies (http://www.debian.org/social_contract#guidelines), the text of
RFC 1459 included in the Pidgin source (libpurple/protocols/irc/PROTOCOL)
is the only thing that is preventing me from including the unmodified
Pidgin source in Debian main due to RFC licenses being non-DFSG-compliant.
So, would it be possible to not include PROTOCOL in the distributed
source, either by removing it during "make dist," or just referencing the
 URL of it instead?
