 As you can see in the first paragraph of that RFC, it says "Distribution
 of this memo is unlimited."  I suspect you are speaking of the modern RFC
 copyright, which includes the no-modification clause.

 I am inclined to keep this file for its historical value (at the time that
 this file was added to the repository, the protocols had documentation in
 a file called PROTOCOL), and because I generally think that keeping
 protocol documentation local to the protocol is a good thing to do.
