 The "Contact Priority" plugin could be modified to allow a modifier for
 "minutes idle" .. say Contact C contains SNs A and B, A has been idle for
 16 minutes and B has been for only 4, with a base score of zero, no other
 factors, and a score modifier of -2/idle_minute, A would be at -32 and B
 would be at -4. Thus, B would be higher in the contact.

 This might be of even more help if Contact Priority was built by
 default...
