Comment:

 Pidgin computes which protocol to use by searching the contact, top down,
 for first an available contact.  If none is found, it searches for a
 contact that is away, but not idle.  Then it looks for idle but not away
 (least idle first).  Then away and idle (least idle first).  Then the top
 offline buddy.  We want to modify this to be the top offline buddy capable
 of offline messaging.
