 Problem: When trying to rearrange your buddies, you can't really see where
 you are dropping them, because a big tooltip is in the way, unless you
 wait several seconds.

 Solution: Only activate tooltips when pointing, not when dragging.

 Rationale: It is unlikely that anyone is interested in people's status and
 other info while dragging.
