 Currently, the yahoo buddy icon update code will only request to download
 an icon if the stored checksum is non-NULL. This means that buddies that
 don't show an icon won't ever show one.

 This patch fixes that. I also noticed the server sends key 213 instead of
 206 in YAHOO_SERVICE_PICTURE_UPDATE messages, so I added a case for it.
 This was causing the icon to be set to NULL on every picture_update
 message from the buddy.

 This should also help people affected by #491 to get their icons back.
