 I have had this problem with an older version of GAIM (Beta 2.x). I again
 had this problem with Pidgin 2.0.0 final.

 I tried turning various services on and off in windows, re-installing..
 trying a portable version of GAIM from a USB stick... same problem all the
 time.

 All accounts work, except ICQ. 2 Different ICQ logins both fail with this
 10054 error. ICQ5.1 works fine.

 Tried running Ethereal, and couldn't see anything in particular about the
 TCP stream which lead me to believe there should be any problems. I can
 telnet to the ICQ server on the correct port from a DOS prompt, no
 problems at all.

 Turning off Windows firewall didn't help at all!

 Rebooted the Netgear Router... BINGO!! There seemed to be something in the
 SPI (Stateful Packet Inspection) tracking of the firewall which was
 terminating the connection. This would explain why sometimes it suddenly
 "resolves" itself after a few days / the weekend .. etc..

 So - if you have this problem, reboot your PC, and REBOOT any firewalls,
 routers, wireless access points while you're at it.. I think it will save
 you many hours of frustration!
