 I'm not sure if this is relevant, but ...

 I was just trying to set a JPG file as an icon.  The preview was showing
 fine but even when I reduced the resolution and jpeg quality to almost
 nothing the file was still ~20kb and Pidgin complained it was too big.
 Then I saved the JPG without all the EXIF and IPTC metadata (which was
 ~20kb) and Pidgin was happy to use the file.

 Maybe the Pidgin routines need to explicitly jettison any image metadata
 and just keep the encoded image.
