Comment:

 The code that automatically downloads the installer and dictionary is
 unable to automatic proxy configuration.  If you had a static proxy host
 set up in IE, it would be able to use it.

 You can manually install Aspell and a dictionary from
 http://aspell.net/win32 and it will work identically to if aspell was
 installed by the installer.
