 Trac's "Last modified" timestamp does not keep track of attachment
 uploads. For example, if I created a ticket and added a few attachments
 two hours ago, and then two hours later felt that I needed to upload new
 versions of the attachments. The ticket would still display "Last
 modified: two hours ago".
