 This allows the first person to enter a chatroom to send ban and unban
 packets.  A kick is a ban/unban in rapid succession.  I have written a
 whole extension to pidgin which listens to incoming (and outgoing)
 messages for !commands.  Perhaps this should be pared down, and the
 changes should be limited to the API, leaving the actual implementation up
 to plugin authors somehow.
