 I have the same problem, but also when the other person is using the
 official ICQ client. I have set the character encoding to ISO-8859-1 in
 the account settings (which BTW doesn't include any cyrillic characters
 IMHO...)

 I can confirm the problem using 2.0.0 win, 2.0.0 beta 6 win (at least,
 probably earlier betas too) - all German localized versions.

 I think the problem has only occured since 2.0.0 beta 5 or 6.

 I will also attach a screen shot - The marked words should read "läuft",
 "weiß" and "natürlich".
