 I discussed this with rlaager in #pidgin and expressed my preference that
 this is done on a per protocol basis not on the conversation type. I
 should express this here too... so here I am.

 I think that would be most fitting with what users expect.

 No unknown commands should be sent on SILC & IRC, and maybe XMPP, but
 that's possibly slightly more controversial.
