#1317: Nicer "Smiley Themes" preferences tab

Right now the dialog relies on D&D and there is no (obvious?) way to
delete a smiley theme from within Pidgin. I propose to change the dialog
as seen in the following screenshot, for the following reasons:

 - Accessibility: depending on the user's input, D&D could be
 impossible/hard to do

 - Discoverability: Right now a 3-line text tells the user how to install
themes... having a simple button makes this text obsolete and is more
clear (people unaware of D&D would perhaps not know what "dragging" to the
 dialog means means)

 - Internationalization: the leading text is shortened (perhaps can be made
even shorter by using a small headline), easing translations.

 - Unification: the exact same dialog layout is used in the new GNOME 2.20
theme capplet, where you can chose/install/remove gtk themes, icon themes,
 etc

 - Feature improvement: this adds a simple way to add a delete command.

After all, the D&D can still be supported as an alternate way to do
 things.
