 I really don't think this is a good idea.  For one, it's somewhat
 complicated to accomplish, and for another, it's going to appear buggy and
 error-prone to users.  (This would require that, once a tooltip is popped
 up, a request for whois information is sent and then, when it (eventually)
 returns, the tooltip is modified to show this information.)

 Are you sure that xchat shows full whois information, and not just the
 simple information returned from /who #channel ?
