Comment:

 The issue here is that it is still connecting to an account.

 The "connecting" icon has a higher precedence than the "message waiting"
 icon, so you don't see it.

 If your firewall is preventing one of your accounts from connecting and it
 keeps trying, you'd likely see this.

 You'll have to either fix the firewall or disable the account that isn't
 connecting.
