Comment:

 I don't have the sed-fu to do this automatically for every file, and I
 think it will require some human interaction, as we have some files like
 this:
 /**
  * @file account.h Account API
  * @ingroup core
  *
  * purple
  *
  * ...(GNU boilerplate)...
  *
  * @see @ref account-signals
  */

 Perhaps someone with more sed-powers can take a look.
