Comment:

 You are about the first person I have seen ask for this in order to delete
 offline buddies, so it is either more apparent then you think, more
 findable than you think, or less needed than you think. Also, I have a
 feeling that a  Buddy Manager is an aim specific thing so that while it
 may be obvious to you it will not be for people coming from an
 MSN/Yahoo/etc. background, while all protocols (and I have to believe all
 clients) have the ability to toggle offline buddies on and off.
 Did you never notice that menu item before or did you just not think that
 turning it on would let you act on offline buddies in the same way as you
 interact with online buddies or what?
