 It means whichever of those the current privacy support for that protocol
 uses, which was my point. The current privacy support in pidgin is
 horrible, and it desperately needs fixing, but it is a large task that no
 one has sat down to work on yet. On most protocols block/unblock means
 whatever "block" on that protocol means, on ICQ I believe it currently
 means "invisible/visible" which is horribly confusing and crappy.
