#3830: When entereing alias, the cursor triggers a tool-tip for other buddy
entries covering the alias entry box.

 When entering an alias in the buddy list window, once you are able to
 enter text should the cursor fall above or below the highlighted user it
 will display the tool tip. Oddly enough, if it rests just on the line
 (this could be a coincidence) a buddy whom which you are actively chatting
 with tooltip entry comes up? I can provide further documentation/a movie
 if need be.
