 In the attachment, it appears the one that does not work has no HTML
 component, and the one that does has an HTML component.  It is possible
 we're ignoring non-HTML stuff.

 Does this only happen with groupchat, or with 1-on-1 messages as well?

 Can I assume you only replaced text in the attached excerpt, and that you
 didn't remove anything?
