 I can confirm this error. Judging by the debug output, it seems that
 Pidgin is trying to convert the JPGs to PNGs despite the fact they're
 already of low enough size.

 This was not a problem in a previous release as I was able to set JPGs
 then. I do not know which release this is a regression from, as Pidgin
 seems happy to let me keep my icon but doesn't let me have one anymore.
 (My old one is no longer recognized.)
