 (In [29a039d30bb7df5dc7e2f4e471bd162e2cccaba8]) Add
 purple_plugin_pref_[sg]et_format_type to the Perl API.  There are a number
 of new functions that also need to be added, but I don't have time to do
 that right now. Fixes #3781.
