 To elaborate more on that description:

 From what I can see, it works if the last group is contracted. When you
 click it, it expands, but stays in the same location, so the drag still
 works.

 However, if the group is expanded and the Buddy List is scrolled all the
 way to the bottom, then when you click the group, it contracts and the
 rest of the list moves down to fill the space. Your initial click "falls
 through" and ends up dragging whichever contact/group ended up underneath
 it, instead of the group.
