Comment:

 I fail to see what the point of that compromise would be, it would also
 just cause people to suggest we move the plugins out of that window or
 remove the menu item as having the redundant access would seem strange to
 many people. Is there a reason you want the plugins in the preferences
 window?

 As to creating a new widget, GTK+ already has a tree widget, a notebook
 widget, and a paned widget. The combination of those three widgets should
 create exactly the image you mocked up without requiring the creation of a
 new widget from scratch. (Which is why I commented on it in the first
 place.)

 As to why this wasn't closed, I am unsure. I am going to do so now. Feel
 free to post any further comments here, they will be seen.
