 I have properly forwarded my required IRC ports and have been able to
 easily send other IRC users of various clients files without any issues.
 However when trying to download files from other users, who have been able
 to send to other users, the download will either stall or autocancel(it
 will say the user cancelled the download as soon as it starts). I've been
 knacking at this for weeks to no avail, and think it's a bug.
