 If the user mouses over the formatting toolbar buttons and waits for the
 tooltip to pop-up while the buddy list is open, the buddy list will come
 to the front, but not steal focus.

 How to reproduce on my computer:

 Open buddy window
 Open chat window over buddy window
 Reveal formatting toolbar if it is not already shown
 Mouse over any of the formatting toolbar buttons until the tooltip pops up
