 I have a similar problem with Jabber accounts with multiple different
 resources together with an ICQ account: I have set the order as 1) Jabber,
 2) ICQ. But when one of the Jabber resources is offline/idle, the ordering
 treats whole Jabber contact as offline, moving ICQ to the top. I would
 expect that Jabber would be prioritized as long as there is any resource
 online.

 this is ok:

 not ok:
