Comment:

 What you're seeing is an improvement that people have been asking for for
 years - not to give focus to new conversation windows on Windows.

 Now, the conversation window is raised but the focus remains where it was
 previously - this prevents stuff you were in the middle of typing from
 being put into the new conversation window unexpectedly.

 It sounds like it is working correctly to me (and that your bug title is
 incorrect as it isn't stealing focus).  If you do want it to actually be
 focused, use the Message Notification Plugin - if you don't want the
 window to pop up at all, use the "Minimize new conversation windows"
 preference.
