 Attached the file to correct this issue to this ticket page or download
 from
 To install download the zip file below and extract there is only one file
 in there called libmeanwhile-1.dll place it in the directory of the
 application your using such as the folder where Pidgin is installed
 C:\Program Files\Pidgin and your all set.
