 This patch adds API and breaks ABI and do all that
 we_can't_merge_it_until_3.0.0 so it will not be merged until 3.0.0 if it's
 complete, clean, and acepted at that time.

 The development was done with prpl-independent in mind so it should not be
 to hard to use the same API on libpurple/pidgin to get a this feature
 working with other prpl
