Comment:

 The line is not there at all. Searching for eiter setting, locale or lang
 all turn up blank.

 PS: Running pidgin -d did not bring up the debug window, but opening it
 from the application and then quitting (with debug open) reopened the
 debug window (the first three entries are account, connection and oscar)
